Central and Eastern Europe is among the regions with particularly high criminal activity: average daily losses from stolen cargo in the region reach €171,000. Germany remains a European hotspot with more than 9,000 recorded incidents, while in France criminals concentrate on loads with the highest cumulative value.
For shippers moving high-value goods — electronics, pharmaceuticals, premium cosmetics, automotive components — losing a load is only the beginning of the costs. On top of it come interrupted production, contractual penalties for failing to deliver on time, and reputational risk when stolen goods find their way into unauthorized sales channels and undermine a brand's pricing policy.
Why companies turned to banning freight exchanges
In response to the growing risk, many shippers have written restrictive security clauses into their contracts with forwarders, headed by an absolute ban on the use of freight exchanges. The intention is entirely understandable: the shipper wants to prevent uncontrolled subcontracting, avoid phantom carriers and retain full visibility over who is physically moving its goods.
The problem arises the moment demand spikes — during the fall peak season, for instance. Market data for the first half of 2026 shows a clear deterioration in the financial health of Europe's transport sector: the insolvency index for the logistics industry (category H) rose 21% year over year, from 214.4 to 259.5 points.
Although the overall vehicle fleet in Europe is growing — new truck registrations in the European Union rose 9.8% year over year in the first half of 2026 — the market is simultaneously undergoing rapid consolidation. Fewer stable transport companies are running ever larger fleets. For a shipper that means one thing: fewer potential transport partners than a year or two ago.

Responsibility for vetting a specific carrier and judging whether its insurance and procedures are adequate for transporting a valuable load rests in practice with the forwarder or the shipper. It is on markets like these that criminals using hijacked identities or forged documents most often try to bid on loads, counting on time pressure and a mistake by a tired dispatcher.
The Certified Carrier Exchange (CCX) represents a different model. It is a closed, restrictive exchange launched in June 2026 by Trans.eu in cooperation with TAPA EMEA, a globally recognized authority on cargo security standards, which developed and maintains the TSR (Trucking Security Requirements) standard as the worldwide reference point for road transport security.

What a TAPA TSR certificate actually means
A certificate on its own means nothing unless it translates into physical security for the load out on the road. The TAPA TSR standard defines measurable requirements for fleets, technology and operating procedures that a carrier has to meet in order to obtain and maintain certification:
- Physical security — certified locks and bolts with proven resistance to forced entry, particularly on rigid-bodied vehicles.
- Active tracking — advanced telematics systems for both tractor and trailer, allowing transport corridors to be defined and triggering automatic alerts if the vehicle leaves the approved route or makes an unauthorized stop.
- Alarm systems — sensors that detect unauthorized opening of the cargo doors and panic buttons for the driver, linked to a monitoring center operating around the clock.
- Operating procedures — rules for planning secure routes, stopping only at certified truck parks, and precise instructions on what to do in the event of an attempted robbery or a loss of GPS signal.
When the value of the load being moved runs into the hundreds of thousands of euros, a standard curtain-sider and the first available truck simply aren't enough. A high-risk load calls for a fleet and a carrier equipped for the job — and companies of exactly that kind are what the CCX community brings together.
From a blanket ban to controlled permission
The drive to reduce risk as far as possible is entirely understandable, but in today's market conditions a rigid clause that blocks a forwarder's flexibility during peak season becomes counterproductive. The answer is not to abandon strict security standards — quite the opposite.
The key lies in wording the ban more precisely.
Instead of a general provision:
"The use of freight exchanges and online platforms is strictly prohibited and subject to contractual penalties,"
it's worth considering a precise one:
"The use of open freight exchanges is prohibited, with the exception of the Certified Carrier Exchange (CCX) as an approved channel for secure sourcing. Use of the CCX is permitted solely for the purpose of engaging carriers holding a valid TAPA TSR level 1 or 2 certificate, in situations where the contracted fleet is unavailable."
A change of this kind leaves security standards intact (physical protection of the trailer, continuous monitoring, rigorous vetting) while giving the shipper a tool for finding certified backup transport at the height of the season.
